setup: request deployments via Netlify with passing builds only

All good projects these days have public facing URLs where the general public can go see things in action... it's been close to two years since I've used Netlify, and I've seen it pop up in my Twitterz quite often lately with it's demo-previews of pull requests - so let's give it a whirl.

Integrate Netlify such that it creates a demo preview environment for a pull request.
