Fix whitelisting process so docker nostr relay restarts and writes npub to whitelist

We tested whitelisting on localhost but deactivated it temporarily on the server. I switched to using docker for the relay and not podman so the code to write to the config.toml should remain the same but the code to update and restart the docker to propagate the changes needs to be updated to use docker.
