2.5, 2.6, 2.7

Expected behaviour

If for example, editor of some Organization tries to re-order the views for a resource, they reordered.

Actual behaviour

When Non-sysadmin user tries to re-order views for a resource, is gives an error that "resource_id" is not found.

To reproduce the issue

Create a new Editor/Admin in Organization, go to some resource of a dataset that has at least two resource views. Try to re-order them.

I created a small PR fix, but it can be fixed in a couple of ways, like adding this key at update.py similar as it done in package controller or update js by adding new key in resource-view-reorder.js
