Test started to fail on major branch also when run from dashboard, so it breaks CI now.

Actually, test mentioned in this issue works (run both from dashboard and directly) in Chrome and IE11-9 🤔 The ones that fail on CI are different:

http://localhost:1030/tests/plugins/balloontoolbar/positioning#tests%2Fplugins%2Fballoontoolbar%2Fpositioning%20test%20panel%20-%20out%20of%20view%20-%20hcenter%20top%20(editor1)

So to close this issue I'm creating PR unignoring this test, but in turn I'll create a new issue for the issues above.
