When the image with base64 src is inserted or an image src attribute is modified to base64, upload should be triggered and image uploaded to a server (via available adapter).

This will partially cover https://github.com/ckeditor/ckeditor5-paste-from-office/issues/21 and solve https://github.com/ckeditor/ckeditor5-paste-from-office/issues/24.
