What are the minimal UI changes to make user experience less challenging?

Kellee is doing a full redesign, but in the meantime if we want people to use the form we need to make less maddening to use.

One of the biggest problems that we can address is the difficulty of find all the required fields. (more later)

One of the big nuisances that I am hesitant to make changes to is what exactly the minimum required fields are. In talking to Developers Italia we learned that many of the required fields are required by federal law in Italy, which is where this standard came to its current state.
