Force disable multi-line argument help

Deno's help output is overly long due to arguments being rendered multi-line. I have dived beep around clap and am struggling to figure out all the different scenarios next_line_help is the case.
we want it to be on the same line on both help, --help and -h

Are you wanting "short" help only, even for --help? If so, we do offer ArgAction::HelpShort.

Is this a problem with short help / -h overflowing into next-line help? At least #3300 is looking at tweaking this.

oh didnt consider overwriting the help command to force an ArgAction::HelpShort. and since we dont really want to differentiate between -h and --help, this will work out just fine.

@epage this actually won't work, because we use about and long_about where we use about for subcommand description in top level help, and long_about for subcommand help. we could use before_help instead of long_about, however the about would still show up then

So you want long help content but the "compact" format, rather than the "padded" format?

As we are reticent to add one-off configuration but want to focus primarily on defaults and common policies, what would likely need to happen is someone would need to research how people use short/long help, Command::next_line_help / Arg::next_line_help to see if there is a good default policy or good opt-in policy that covers the enough of the existing default/opt-in cases that we can offer a transition path to it between 4.x and 5.x (as in we could expose it in 4.x, deprecating the old functionality, and then remove deprecated stuff in 5.x).

I don't have the bandwidth nor as strong of a motivation to take on such an undertaking. If you would, that works. It would be important to document your methodology and representative cases you find.
