Can deploy from Pages CI but not from CLI, why?

Although the npx @cloudflare/next-on-pages build runs successfully on my project, wrangler can't seem to deploy the result. I get this error:

I'm not sure why it's even looking at a TS declaration file-- shouldn't it be past that stage?

It does seem to work on Pages CI, though.
