\begin{abstract}
Access to official cadasdral data is often limited due to financial or administrative constraints which results that OpenStreetMap (OSM) is widely used in many projects as official, authoritative data on buildings and settlements are often not available or costly. However, data regarding buildings started only from 2006. Since, data was and is often scarce, incomplete or wrong, and therefor its usage can be questioned for some applications. This work analyses the development of this data on a temporal scale, presents a spatial comparison with official vector data where available, and additional a spatial comparison with two globally available raster data sets on building footprints.

OpenStreetMap (OSM) is currently the largest collaborative and openly licensed collection of geospatial data, widely used in many (scientific) projects as an alternative to authoritative data. First buildings were mapped in 2006 in the City of London and
new housing census in 2021, based on:

The portal of the \emph{State Authority for Geospatial Information (ASIG)} can be found under: \url{https://geoportal.asig.gov.al}. Downloadable datasets are not available, buildings data is available as a map scan in an online application.

The portal of the \emph{Àrea de Cartografia - Govern d'Andorra} can be found under: \url{https://www.cartografia.ad}. Additionally to the online map-viewer several data is available for download. Buildings can be downloaded here: \url{https://www.ideandorra.ad/geodades/index.jsp} as shapefiles which has to be done manually per sector.

Downloadable geodata can be found under: \url{https://data.gv.at}. Data for buildings is available for some federal states and municipalities, for whole Austria it is possible to extract data from official vectortiles (pbf format) provided here: \url{https://basemap.at}.
\subsubsection{Belarus}
Online data and downloadable datasets are available under: \url{https://gismap.by} and under: \url{https://opendata.by/dataset}. There is no download possibility for buildings.
\subsubsection{Belgium}
The geodata portal can be found under: \url{https://www.geo.be}, other open data including some geodata here: \url{https://data.gov.be}. For the whole of Belgium downloadable a buildings dataset is not available. The city of Brussels offers a download.

Geodata and downloads are available at: \url{https://download.kortforsyningen.dk} given the availability of a danish civil registration number (CPR).

The geodata portal can be found here: \url{https://geoportaal.maaamet.ee}. The whole cadastre, including buildings, can be downloaded without any registration.

The geodata portal can be found under: \url{https://www.maanmittauslaitos.fi}. In theory a download is possible, in reality this has to be done for ten thousands of tiles manually without the possibility for automation. Bulk data can also be ordered for money.
\subsubsection{France}
Open (geo) data portals exist: \url{data.gouv.fr} and \url{http://www.geoportail.fr}. Freely available buildings data for the whole country is not available, apart from larger cities with separate portals. The french OSM team managed to semi-automatically push data provided by \url{https:\\cadastre.gouv.fr} per \emph{Département} into the OSM database. Virtually \SI{100}{\percent} of buildings should be in OSM.

\subsubsection{Germany}

Until mid 2020 buildings data was made available by the \emph{Department of Urban Studies and Planning} of \emph{The University of Sheffield}. The dataset is complete, but attached buildings are treated as a single polygon feature.
