When there are both:
ansible.cfg
~/.ansible.cfg
...Vaulty fails. Apparently fallback only works if a given file is missing, but not when it exists and just doesn't have the desired line.

(that includes vault_password_file)...Vaulty fails. Apparently fallback only works if a given file is missing, but not when it exists and just doesn't have the desired line.
