Basic Information

This issue would follow on from #75 and #81 to make the help center page that goes to the report page (#90) and contact page. It should reuse the tag component made in issue 81 and look something like:

  • Has two tag components for help center and contact pages.
  • Create or reuses a header component as seen in Report A Problem Page #90.
  • Uses a new page in the account subfolder/directory.
