layout export must be an administrative task

Export Layout should be in the Actions drop-down for a Cover item.
Correct, by default, Administrator/Site Administrator/Manager should be able to perform this action.

I think we don't have consensus on moving this to the Actions menu as this menu is just visible on the View tab and not on the Layout tab; that's gonna be problematic.

I think we just need to hide this from normal users in this iteration, and then we can discuss further where to put this feature.
