configuration icon shown for non-configurable tiles

when you add a tile to the layout it always shows the configuration icon, even if the tile is non-configurable.

when you save and reload the layout page again, the icon is thenhidden for non-configurable tiles as expected.

I think we can close this one.
All tiles must be configurable now, at least to select the style

but first we must ensure that of remove the is_configurable variable for other tiles.
