They seem to hang at arbitrary points before timing out at the 1hr mark.

Looking through the test history, the first such flake is at

Which seems entirely benign and unlikely to cause such behavior. Since then it seems to have gotten even less stable...

@robby-phd any ideas what could be going wrong?

Not sure. GC trashing? Some internal changes in AppVeyor?
I certainly noticed some flakiness recently when restoring Coursier cache causing jar wrong checksums (I took out the caching config to rid of it); btw, the caching issue seems to have also started on the build for #309 that you referenced.
