Tracker: Last span is not displayed by tracing-telemetry

We have an issue with tracing that the last (or fist as you see it) span is missing from the traces, leaving some spans scattered around in conmon-rs. I think this is related to the following issues:

• Last span is not dispalyed by tracing-telemetry tokio-rs/tracing-opentelemetry#58
• Missing and improperly nested span submission with Jaeger exporter open-telemetry/opentelemetry-rust#888

I did some investigation and tried a bunch of workarounds, for example:

• Manually add OTEL context to both root spans #807
• OTEL: Inject context after creating debug span #816

Still, it seems that the issue is not fixed.
