Make golang-devtools usable for services/products without needing a custom workflow

Currently golang-devtools is not being used for services, and the end result is that services have to define their own workflow using make/bash/etc ...

We should enhance golang-devtools to the point where it can be used for services without needing a custom development workflow.

I'm going to approach this by trying to make it work for at least one service, specifically https://github.com/coopnorge/products-information-service
