Decrease test-race-* timeout back to 15m

Summary of Bug

The CI job "test-race-3" often times out after the initially set 15m. In #7442, we bumped the timeout to 30m, as a band-aid solution to enable automerge to do its work.

We should decrease it back to 15m.

• See most jobs on https://github.com/cosmos/cosmos-sdk/commits/master before Update TM to latest (+add test) #7442
• One example of timeout after 15m: https://github.com/cosmos/cosmos-sdk/runs/1225074166
• Another that is successful after 16min: https://github.com/cosmos/cosmos-sdk/pull/7442/checks?check_run_id=1225291811

Potential solutions

• Maybe the slowness is coming from simapp? Update TM to latest (+add test) #7442 (comment)
• The other 3 test-race-* take 3-7min. Could we split the tests better?
