Should we encapsulate this code in a helper function here, like we have for ParseClientIDFromEvents and other functions?

Add ParseProposalIDFromEvents utility function to the testing pkg.

we could sweep this under a ibctesting.ParseProposalIDFromEvents() func but can be a future improvement 👍
