Create empty test organizations

Context
With the release of the Coveo CLI v1.18.0, you now have a way to create empty test organizations through the CLI tooI. Before, you would need to manually create them, either directly through the Platform or Level Up. Now, with the input of one command, the CLI will be able to automatically spawn a test organization for you.

Given that test organizations are used to test specific features/functionalities, we’ve decided to start off by only allowing the creation of empty test organizations. Depending on how the adoption goes for this feature, we will consider adding more options in the future, such as other organization types.
