This would simplify use of generic VM images which can be configured using cloud-init.

This can maybe use this https://cloudinit.readthedocs.io/en/latest/reference/datasources/nocloud.html or https://cloudinit.readthedocs.io/en/latest/reference/datasources/configdrive.html
