managed resources take >24h to be created.

azurerm_mssql_job_agent is not working with any type of configuration (even IdentifyFromProvider). Resource unable to locate sql server name.

Let's check it out while testing as some of the resources here are deprecated.

azurem_sql_* resources are all deprecated and moving to ignore list
