Update to the Contract Service Areas in Sprout (deactivate specified orgs/accounts)

Describe the bug
Not a bug per se, just a maintenance request. Caitlin provided a list (spreadsheet) of orgs needing to have their Sprout accounts deactivated. Sarah and Justin reviewed the list against currently active orgs, confirmed whether there were any reasons to keep an org active (still need Sprout for CANS or other use?), and then reviewed with Caitlin. John also needed to provide most up to date of orgs labelled with "ZZZ" for Caitlin to review.

Expected behavior
Orgs that no longer have active contracts w/ DCYF need their accounts deactivated (incl. for admins).
