The problem is that users seem to forget that adding a new user to Sprout is something that the individual initiated (the individual that wants an account). The user submits their information to create an account, and then an org admin is notified of the request and completes the account creation process. Note, there is a training out there re: this, and it could also be updated to reiterate that the individual has to initiate the account creation process.
Describe the solution you'd like
To create the option, administratively/workflow wise, for org admins to simply create new accounts without a form being submitted by individual wanting the account, first. For example, a button like "Create Account" that takes and admin to a page with the fields from the form that new users fill out in it. It would eliminate (or give the option of doing so if the current means of creating a new Sprout account were also maintained) a step in the process.

Reminding users/directing them to a training, periodically.
Prioritization Process
Confirm the issue is a feature to which we want to devote resources.
Write user story in as a (role) I want (something) so that (benefit) format.
Label story Large, Uncertain, Small. If the story is too large, convert the story to a milestone/epic.
Label story as an active backlog issue (i.e. an issue on which we will be actively working).
Prioritize the story relative to other items in the active backlog.
Review progress/priorities in weekly collaboration meeting.
