Relative time is not in English #829

When using any of the timeline date format options that use relative time, it's not in English

To Reproduce
Steps to reproduce the behavior:

Go to Settings
Under Timeline Preferences select either "Relative" or Both relative and absolute" for the Time format setting
Relative time stamps are not in English

Expected behavior
The relative time should be in English if the language is set to English

OS: macOS 13.3
