Voting delegation UI

Description (what needs to be done) / Expected Behavior
Add the voting delegation items and modals to the User Page in the DAO Explorer. If you have any questions about user flows please ask Alana in the group chat.

Acceptance Criteria
The User page shows the area to change delegation status. The modal appears when user clicks edit.
