Adding text labels to Y- Axis? #988

Hello, I want to add text labels to the Y-Axis in place of the numbers. For example, my values range from 1-3.

I want the graph y axis on the graph to display Low, Average, High, rather than 1,2,3.
Does anyone have an idea as to how to achieve this?
