Disable "import metadata" for API journals

The "Import metadata" button is set up to work with email integration. When a journal uses API integration, this button becomes a problematic distraction.

We need a way to indicate in the system that a journal uses API integration. For journals with this indicator, the "Import metadata" button should not display. It might also be useful to display a message to users that they should start their dataset submission from within the journal's manuscript processing system.
