RFC Process / Repos

• Create RFC system and publish on datprotocol.com, @pfrazee
  • Create https://github.com/datprotocol/rfcs
  • Discuss the voting/veto process for accepting RFCs (Create a DEP process dat-ecosystem-archive/DEPs#1)
• Research existing RFC processes and find example (BRYAN, DEP: The Dat Enhancement Proposal Process (for Draft status) dat-ecosystem-archive/DEPs#2)
