Vet Center: Design Implementation

##Description
As an editor for the VA vet center properties, I want CMS notifications to be tightly integrated into my existing workstream, so that it's an amplification of my work, not another a separate set of criteria/Work instructions I need to monitor.

Acceptance Criteria

• The design suggestions from Design Review VAMC Notification email for Vet Center audience #13243 - Vet Centers should update 5 pieces of content each month within the body text of the email - have been approved by PO, PM.
• The design suggestions from Design Review VAMC Notification email for Vet Center audience #13243 - Vet Centers should update 5 pieces of content each month within the body text of the email - have been made and tested.
• The updates have been communicated to and prepared with dev and Helpdesk.
• Scheduling of the notification is ON HOLD until we receive all-clear from Erika (PO).

Based on the discussion y'all had last week surrounding the Vet Center notifications w/ @BlakeOrgan, @edmund-dunn would you mind taking a look at this ticket -- we'll discuss quickly in the pre-planning session as well since easier to do f2f.
