Parsing through Documentation Feedback

Description

As a content team, I want to be able to review documentation and review/edit the initial workflow, so that I can start the ownership process and prepare for the MVP.

Acceptance Criteria

• Feedback from Review of translation management documentation #13121 and Review of translation management documentation: engineering #13247 have been incorporated into the documentation and/or a plan to address each of those has been established (defer, future iteration, fix, etc.) based on external variables like LOE and priority.
  • Documentation is not yet merged but is available here: https://github.com/department-of-veterans-affairs/va.gov-cms/blob/main/READMES/translation.md
  • Some of the other feedback items need discussion with the UX folks prior to planning.

@timcosgrove @dawnpruitt The heart of this ticket bridges the documentation to Content Team utilization. Took some calculated attempts at how we get there, but open to adjusting as needed.
