Prevent VAMC editors from adding duplicate mental health number in mental health service accordion

Description

We recently updated the logic to reference the Mental health number specified for the facility when the editor chooses Use the general facility phone number (rather than the main facility number).

There is no indication in the Drupal UX about this so editors may inadvertently add the mental health number as an additional phone number and cause duplication in the display to Veterans.

This change impacts only the number displayed in the Mental health service accordion.

There are some complications in that changes to health service would impact all health services, not just mental health. There would be some UX considerations.

A more general use case with greater benefits would be displaying the number in the UI so editors know what number is showing. But there would need to be a way to tell it's mental health.
