This is also the opposite of what we do in nugetizer.

I think we don't want to change this. Build-targeting packages (or buildTransitive for that matter) will typically be projects targeting netstandard2.0 for build tasks, and include targets to run them. It makes zero sense to assume the output should target the tasks TFM. So I'll close this as won't fix.
