cannot download crate package from github

I have a cargo project, and "Cargo.toml" has a dependency from github web_url :
hyper-util = { git = "https://github.com/hyperium/hyper-util"}

cargo local-registry --sync Cargo.toml
this command seems cannot download crate package(hyper-util) from github
