Cosmos DB Emulator can't connect to localhost on CI #9

Starting in v2.14.11, the Cosmos DB Emulator causes tests to fail in GitHub Actions, because it can't connect to localhost.

GitHub Actions is running v2.14.11.

~~Waiting for actions/runner-images#7039 to be addressed.~~ This is now addressed. You can try upgrading the emulator.
