Write vulture checker for changed code for PR

Vulture finds unused code.

We could check which files a PR changes and generate a vulture report restricted to those files. Should do this with and without the testing directory to find parts of the code that are only used in the tests.

It's not perfect, though. It misses things imported or called indirectly.
