JobUpdater

JobUpdater handles priority changes in reqmgr. If a certain request's after request is created and pulled down to local queue and agent, JobUpdater will poll the priority and changes the priority in workqueue, wmbs, bossAir. This will make priority changes effective for all ready create jobs.
