Add image for Go 1.11.4

It looks like update.sh ran and I see the commit to master 592ba6d, but I don't see a multiarch job to generate the new tags.

This is important as 1.11.4 contains a fix for a regression caused by the 1.11.3 security fix.

Doing announced security releases kind of only works if you also coordinate the release of the binaries as well.

The security releases were 1.11.3 and 1.10.6, and they were merged to official images for building in docker-library/official-images#5181 approximately 1 hour after the bot updated the Dockerfiles in this repo.
As for 1.11.4 and 1.10.7, they were merged in docker-library/official-images#5197 and will be on the Docker Hub shortly.
