Looks like the wrong releases-index.json was published. It now only contains the 3.1 release: https://dotnetcli.blob.core.windows.net/dotnet/release-metadata/releases-index.json

States that 3.1 is scheduled for November 2019, your blog posts says December 2019. Just trying to get a definitive answer since our company is in the middle of adopting .NET Core.
