CreateKnownIssues feedback

I used https://helix.dot.net/BuildAnalysis/CreateKnownIssues and have the following feedback - maybe not worth opening separate issues

1. would be helpful to note there that the regex pattern is case insensitive, single line, non backtracking
2. would be helpful to note the 'sample' box is asking for text that would match it.
3. somehow despite entering text to match (I chose non regex), the issue it opened for me did not have it:

4. might be worth a link to the runtime repo doc ? If that's generic?
