Seems far more likely to be dotnet/runtime@1dd0fa2, iirc the Vector128<T>.Equals method doesn't get used much or at all in the BCL.

Same with dotnet/runtime#89103, some small regressions were expected from the change.

We added significant functionality and to avoid duplicating several thousand lines of code, the implementation was switched over to use static virtuals in interfaces so the one implementation could be shared between char (UTF-16) and byte (UTF-8).

If there's any small fix we can do to win back the perf, we should. The numbers here are a bit higher than the 4ns lost for RyuJIT, but are all still within a general 10-15% margin and don't look particularly worrisome given the scenarios shown primarily being the edge case tests covering the Min/Max (and therefore typically longest) strings.
