UseConreteType Analyzer

Diagnostic ID: CA1859

Describe the improvement

  • The analyzer needs fixer implementation
  • The diagnostics location could use some improvements (Flag the declaring type for parameter/fields not the variable, flag return type not the method)

Additional context

Related to dotnet/runtime#51193 and #6370
