I have Windows Desktop Runtimes 6.0.22 & 7.0.11 installed on Windows 10, and I discovered that there are 8 (eight!) msi installers, (two by version, and each one is duplicated), that are stored on various folders on the C: drive, bloating the disk for some reasons:

Is it absolutely necessary ?

Keeping a complete copy of the installer permanently cached is questionable in itself, since the user/administrator already keeps a copy if needed, but if on top of that this cached copy is duplicated...

The cache under ProgramData is standard for bundles to avoid the cost of extracting it from the bundle, e.g. when doing repairs. You should be fine to delete those.

I'd leave the copies in Windows cache. Those are usually used as a last resort when resolving sources depending on how the MSI is invoked.
