When a new PR is merged this sometimes causes other PRs to have merge conflicts
If this occurs and this PR has an awaiting review label, this awaiting review label is removed and the merge conflicts label is added and dwylbot comments tagging the person who added the awaiting review label

@username uh oh 😨 another PR has just been merged and as a result this PR now has merge conflicts! 🤒 Due to this I've removed the awaiting-review label and attached the merge-conflicts label and assigned you. Please resolve these conflicts ⚔️ and then reassign this PR to the reviewer!
