Description

It's hard to diagnoses performance degradation of some operation #13131 (comment) that related to the database because we have no database metrics.
I would like to see:

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.
