Describe the bug

Let's use the http://che-host#https://github.com/eclipse/che + DevWorkspace engine enabled

Steps to reproduce

Try to click on http://che-host#https://github.com/eclipse/che and it's failing with 'Unknown workspace error.'

Expected behavior

Able to start a workspace from a repository that has no devfile
