panic on logstash publish with no hosts #2325

It is currently possible to configure the logstash output without hosts. Once the very first event is to be published, the beat is killed with panic.

Reproduce: configure logstash without host and start beat with debug settings

Actual result: beat crash on first publish

Expected result: fail to start warning about missing host settings
