Windows - perfmon - some performance counters do not retrieve any values if there are too many pdh calls #26356

We've seen an example where retrieving MCS4 core counter values had no issues but when configuring a longer list of MCS4 counters then no values were returned.
The win 32 apis returned no errors.
Looking into https://docs.microsoft.com/en-us/windows/win32/api/pdh/nf-pdh-pdhcollectquerydataex might help here.
