[Functionbeat] Add assert to make sure the package contains the serverless binaries #9116

Functionbeat is different from any other beats and actually packages two distinct binaries; one is to be executed on the host of the user and the other in the serverless environment.

We should add an assert to make sure that every package has both binaries.
