[Discuss] Allow buttons to accept tooltip props

A lot of tooltip implementations wrap around buttons, especially EuiButtonIcon. We already have EuiIconTip but do we want to make it simpler on consumers to add tooltips to the basic components?

I want this so bad. In fact, I want this everywhere, not just buttons.
