[o11y rules] Update documentation link in the new o11y rules management page

Depends on elastic/observability-docs#1706

Summary

Currently the new o11y rules management page documentation link points to the current rule management documentation page https://www.elastic.co/guide/en/kibana/master/create-and-manage-rules.html. As part of this ticket elastic/observability-docs#1706 a new documentation page will be created and thus the o11y rules documentation link needs to be updated accordingly.

Acceptance criteria

• The documentation link in the new o11y rules management page needs to point to the new rule management documentation page

Currently documentation link gets generated like this docLinks.links.alerting.guide. Are you aware if the documentation team will provide us the new link in this format, or do we need to implement something on our side?
